Mr. Hareter Babatunde Oralusi

Group Chairman

Mr. Hareter B. Oralusi is an institutional entrepreneur and development finance strategist with over 30 years of experience spanning investment, public-private partnerships, diaspora capital mobilisation, and global enterprise leadership. As Executive Chairman and CEO of NCDF Securities Limited, he provides strategic direction and governance oversight for the company’s operations within Nigeria’s capital market space. He also serves as the Group CEO of NCDF Investment Management Plc, Nigeria’s premier blended finance institution.

Mr. Oralusi is responsible for setting the long-term corporate vision, coordinating multi-asset fund mobilisation, and aligning securities products with national development priorities. His leadership ensures that NCDF Securities meets regulatory, governance, and investor confidence benchmarks while facilitating access to structured investment opportunities for diaspora, institutional, and retail investors.

He has built and scaled companies across the US, UK, Ireland, and Africa, and has successfully led the development of impact-driven financial vehicles including the ₦200 billion Diaspora Impact Fund and the ₦150 billion NCDF Opportunity Growth Fund. Mr. Oralusi also leads cross-border collaboration on sustainable infrastructure, housing finance, and inclusive capital markets.

Mr. Nicholas John Connell

Group Managing Director

Mr. Nicholas Connell is the Managing Director of NCDF Securities Limited and serves as the company’s Chief Investment Strategist, overseeing capital markets operations, securities origination, product innovation, and investor engagement. He brings over two decades of experience in private equity, institutional fund management, and venture-backed capital mobilisation across Europe, Africa, and North America.

At NCDF Securities, Mr. Connell leads the development and deployment of investment instruments—such as debt notes, equity-linked securities, and ESG-compliant structured products—tailored for Nigeria’s developmental sectors including housing, healthcare, fintech, green infrastructure, and diaspora investment platforms.

His mandate includes aligning product offerings with SEC Nigeria’s guidelines, overseeing prospectus development, ensuring risk-adjusted returns, and managing investor relationships through strategic placement and underwriting partnerships. Mr. Connell is instrumental in translating NCDF’s mission into commercially viable, regulation-ready investment solutions that catalyse inclusive growth and build investor trust.

Dr. Charles I. Ademilua

Executive Director, Operations & Chief Operating Officer

Dr. Charles Ademilua is the Executive Director of Operations and Chief Operating Officer at NCDF Securities Limited. He is responsible for internal governance, operational efficiency, product implementation logistics, and interdepartmental coordination across regulatory, investor, and product servicing units. He plays a crucial role in the successful deployment of securities instruments and investment offerings in compliance with SEC guidelines.

With over 20 years of interdisciplinary experience in healthcare management, regulatory operations, and capital project delivery, Dr. Ademilua has managed large-scale operational mandates across healthcare, infrastructure, and climate-aligned initiatives. He previously served as Chief Operating Officer at NCDF Investment Management Plc, where he developed fund operation systems supporting blended finance structures, diaspora bond execution, and PPP-linked investments.

At NCDF Securities, Dr. Ademilua ensures that operational protocols and product delivery mechanisms meet institutional standards, risk thresholds, and audit readiness. He also leads internal systems design and collaborates with compliance and legal teams to ensure transparency, documentation integrity, and post-issuance reporting.

Prof. Sunday babatunde Akinade

Non-Executive Director

Prof. Sunday Babatunde Akinde is a Non-Executive Director of NCDF Securities Limited and brings over 25 years of academic and applied scientific leadership in biotechnology, laboratory systems governance, and sustainable innovation frameworks. He currently serves as the Director of the UNIOSUN Multidisciplinary Research Laboratory (MRL), Osun State University, where he leads interdisciplinary research in microbiology, biocatalysis, and environmental science.

At NCDF Securities, Prof. Akinde contributes to strategic oversight, risk-informed governance, and sustainability-linked investment advisory. His expertise supports ESG integration, especially for climate-smart investment products and green infrastructure-linked securities. His background with Fugro Nigeria and participation in research consultancy involving high-throughput analytics equips him with a deep understanding of data governance, reporting frameworks, and sustainability disclosure expectations.

He has authored over 50 publications and technical reports and is instrumental in helping the company shape its sustainability policies, green product pipelines, and academic-industry investment collaborations aligned with Nigeria’s SDG priorities.

Mr. Cleopas Chiyangwa (MBA)

Investment & Strategic Adviser

Mr. Cleopas Chiyangwa is the Investment & Strategic Adviser to NCDF Securities Limited and a core contributor to the development of capital market products, due diligence frameworks, and investor readiness processes. With nearly two decades of experience working with PwC, Deloitte, UniCredit, and local governments in Southern Africa, he offers extensive cross-sector knowledge in public finance, governance, and fund structuring.

He also serves on the Advisory Board of the Nigerian Capital Development Fund (NCDF Group), where he supports national investment strategies, diaspora capital integration, and policy-based funding mechanisms. At NCDF Securities, Mr. Chiyangwa supports strategic investment planning, infrastructure bond feasibility assessments, and blended finance structuring. His role includes refining product-market fit, advising on compliance-driven capital products, and supporting risk and valuation advisory.

He holds expertise in financial modeling, PPP structuring, and fund sustainability assessments and is a key thought partner in building credible, transparent, and investment-grade securities across developmental sectors.

Bar. Joy Ehebhamen

Chief Compliance Officer (CCO)

Joy Ehebhamen is the Chief Compliance Officer of NCDF Securities Limited, where she provides leadership on all matters relating to legal compliance, corporate governance, regulatory filings, investor protection standards, and SEC engagement. She brings over six years of specialised experience in securities law, institutional governance, and AML/KYC enforcement within Nigeria’s legal and financial systems.

A qualified Barrister and Solicitor of the Supreme Court of Nigeria, Joy holds an LL.B from the University of Benin, a B.L from the Nigerian Law School, and an LLM from the University of Ibadan. She is pursuing a PhD in Law at Baze University, with a research focus on compliance systems in emerging financial markets. She is a member of the Nigerian Bar Association and an Associate Member of the Compliance Institute of Nigeria.

At NCDF Securities, Joy oversees regulatory liaison with the SEC, develops compliance frameworks for all issued securities, and leads internal policy implementation for anti-money laundering, risk disclosures, and investor communication. She also provides legal support for prospectus drafting, contract review, and statutory documentation while coordinating compliance audits and post-issuance reporting obligations. Her strategic focus ensures that NCDF Securities operates with institutional integrity, stakeholder confidence, and legal precision.
